As the first program developed by ThalesRaytheonSystems, the NATO ACCS program Level of Operational Capacity 1 (LOC1) lays the foundation for NATO’s Air Command and Control Network. The system provides NATO with a single, seamless approach to planning, tasking, monitoring and mission execution.
Conceived as a comprehensive system capable of evolving with time to adapt to the needs and requirements of NATO operational forces, the NATO ACCS LOC1 includes a common operations management software that sets new standards for air operations.
As the only fully integrated, interoperable, and deployable Air Command and Control System, NATO ACCS LOC1' strengths make it a force multiplier at the service of NATO’s mission of collective defense.
The program involved several key testing phases. The first major step forward was achieved in 2009 with the successful conduct of software factory system tests.
Soon after, the gradual installation of multiple ACCS sites began in Belgium (ARS), France (ARS), Germany (CAOC), Italy (ARS) and was fully completed in September 2014.
In December 2014, ACCS LOC1 Program Preliminary Software Acceptance (PSWA) was accomplished and was followed by the signing in 2015 of the Provisional Site Acceptance (PSA) Protocol for ACCS LOC1 System Test and Validation Facility in Glons.
This final achievement allowed NATO to take full ownership of ACCS LOC1 System Test and Validation Facility, which provides common reference systems for the operational ACCS sites.
Deployment of other sites will continue and a total of 15 sites will be operational in European locations by 2018 and 27 within the next decade.
To continue to meet the needs of collective defense, ThalesRaytheonSystems also added a Theater Missile Defense Layer onto NATO ACCS LOC 1 (TMD1) further reinforcing NATO’s ability to face a diversity of evolving threats.
