Matthew Gilligan is Vice President of the NATO C4I Business Line at ThalesRaytheonSystems.

Founded in June 2001, ThalesRaytheonSystems is the global defense industry’s only structural joint venture equally owned by two industry leaders, Thales and Raytheon.

With sales of $900M in 2008, the company is a worldwide leader in air defense command and control systems and ground-based radars. The company’s 1600 employees are equally split between its two sites at Massy, near Paris, France and Fullerton, California, USA.

Matthew is responsible for the managing the growth of the ThalesRaytheonSystems NATO C4I Business Line, which currently includes the ACCS LOC 1 development program, replication and Theater Missile Defense.

Matthew’s career spans 30 years, and includes highly relevant experience in large-scale business management and program capture; system design and development; complex system integration and program logistics.

Prior to his appointment, Matthew was the Vice President and Deputy Manager for Raytheon Network Centric Systems’ (NCS) Command and Control Systems (C2S) product line.

He was also the Vice President and Program Manager for the $1.4 billion system for Vigilance of the Amazon (SIVAM) program, which is one of the world’s largest environmental management and wide-area surveillance projects.

Matthew received a Master of Science in Electrical Engineering from Rensselaer Polytechnic Institute and an MBA from Boston University. He is also a member of the Institute of Electrical and Electronics Engineers and the Gamma Beta Phi management society.
